Why did it take so long to resupply Bottled Water in Japan, while the governement actually ordered the Bottling Companies to add additional shifts?  The Bottling companies ran out of PET bottles, then they ran out of closing caps. The supply line was severely hampered by curtailed power - revolving blackouts - and shortage of fuel for the trucks - and shortage of trucks as they were used for the disaster area.
